Introduction

L’Institut des Sciences et Arts (“L’Institut”) was an organization that was lost in the sands of time for over 200 years.  Thanks to Project Galileo, L’Institut has now been resurrected and restored to bring enlightenment to the 21st Century’s most inquiring minds.  Napoléon’s original Savants, who accompanied him to Egypt in 1798, discovered the Rosetta Stone (and knew what it was), invented modern surgical procedure, scientifically explained the true cause of mirages, and generated an Egyptian boom throughout the Civilized World.

Our modern-day Savants will be assembled, from all over the World, to:  (a) unlock the mysteries of other lost global civilizations; (b) support Project Galileo (www.projectgalileo.com) in its development of its Virtual City of Science™ and global Terrestrial Cities of Science™; (c) produce a complete study, in physical and electronic form, of the surviving flora, fauna, fungi, indigenous societies, modern societies, and resources of the countries supporting Project Galileo known as the “Great Database;” and (d) assist developing nations by generating a road map for their future success.  Our 200 highly talented Savants will represent every métier within the arts, sciences, economics, mechanics, and technology, and will be assigned to teams to pursue the larger issues of concern, as well as their own studies, innovations, works of art, and commercial projects.

As a completely mobile think tank, the Mother Chapter of L’Institut will be based in Paris, France.  Our organization will further be establishing Subsidiary Chapters of L’Institut within each of Project Galileo’s “Terrestrial Cities of Science™” that will be developed in the coming years.  We will further be founding the “Virtual Society of Savants™” within Project Galileo’s “Virtual City of Science™,” to serve a wider group of “Virtual Savants™” (in avatar form), and we will be seeking out the most talented of these individuals to become Savants in our physical Chapters of L’Institut.  In the spirit of the youthful profile of Napoléon’s original Savants, we plan to recruit approximately 50% of our modern-day Savants from among persons who are recent graduates of universities, or (in rare cases) extremely bright high school graduates.  This will ensure that we can harness new perspectives to solve serious challenges, whether cultural, artistic, scientific, environmental, or in the realm of engineering.  The Savants of L’Institut will be drawn from all genders, persuasions, races, and economic strata.  None of these factors, in our view, affect the level of raw talent of each of the candidates we will be seeking.  One common trait that will be sought in each person will be extroversion, which will be necessary for success within the Teams of Savants that we will be organizing to engage in projects, inclusive of entrepreneurial activities.

We intend to generate global interest, whether scholarly, or touristic, or for investment, in the countries that will be hosting each of the Terrestrial Cities of Science™ of Project Galileo.  We can generate a wave of excitement for each of our Host Countries, via all forms of media, thrusting each respective Nation into the spotlight.

Ultimately, L’Institut will be drawing upon both local and international intellectual resources, as represented by the combined Savants of our global Chapters.  Our goals are to end poverty, preserve the environment, sustain indigenous peoples, and build better human societies within each Host Country.

Commitment to Scholarship and Innovation

The Savants of L’Institut will be appointed for life as per the terms of L’Institut’s Charter.  They will embrace two commitments:  (a) to pursue active research to uncover the mysteries, within their métiers, of the Host Countries where L’Institut will be establishing our Subsidiary Chapters (contributing all findings to a great database for publication and distribution throughout all forms of media); and (b) to develop new technologies, artworks, theories, designs, commercial entities, and constructive courses of action which will form the basis of projects, or ventures, to be co-sponsored by L’Institut.    

ADVISORY SERVICES FOR

PROJECT GALILEO

12 Teams of Savants, as formed by L’Institut, will be attached as advisory bodies to the 12 Funds and 15 Foundations of Project Galileo (www.projectgalileo.com) that will be active within each of Project Galileo’s Terrestrial Cities of Science™.  The Teams of Savants will be providing the 14 global Fund Management Divisions of Empire Group (www.empiregroupwealthmanagement.com) with investment and project-related perspectives which only L’Institut could possibly provide.

L’Institut will, in particular, be advising Project Galileo Group and Empire Group, and providing the answer to one of the key questions put to it by these two Consortium Member Organizations:  “what is a city of the future?”  The perspectives represented by the Savants of L’Institut, from multiple international Chapters (including the Virtual Society of Savants™), will be drawn upon to influence the planning and design of each of Project Galileo’s Terrestrial Cities of Science™, as well as the Virtual City of Science™.

In addition, L’Institut will be responsible for engaging 100% of the Economists, Research Analysts, and junior staff who will be permanently constitute the 14 Research Departments of serving the 12 Fund Management Offices of Empire Group.  Independent economic advice is precious, and L’Institut’s Economists and Analysts will be able to provide un-biased research, and opinions, to best influence Empire Group’s localized or international investment strategies.

THE GREAT DATABASE OF

L’INSTITUT

The select Savants who joined Napoléon’s original Institut d’Égypte produced the largest single book in History:  the “Description de l’Égypte.”  The book was so large that the Savants (under the direction of Conté, famous for inventing the Conté crayon) had to invent how to publish it, complete with giant pages, engravings, and scholarly text.  Our 21st-Century version of this august publication, in digital rather than physical form, will be known as the “Great Database.”  The Great Database will include diverse research on each of Project Galileo’s Host Countries.  It will encompass:  each Nation’s Natural History, including botanical and zoological discoveries; artworks through the ages, inclusive of ancient, indigenous, and modern art (in all forms); national traditions and costumes; in-depth studies of industries and locally produced crafts; ethnic heritage and Social History; treatises on indigenous medicine; discoveries in Archaeology, Geography, Geology, and natural resources; analyses regarding Politics; and articles or opinions concerning useful future strategies for the betterment of both the environment, and the human condition, in each Host Country.

The Great Database of L’Institut, once replete with information and discoveries, will be made available to global scholars, commercial enterprises, and governments.  For each of our Host Countries, we expect that the Great Database will represent the most important archive of country-specific information in existence.

THE VIRTUAL SOCIETY OF

SAVANTS™

Empire Group’s Subsidiary, tentatively named “Empire Group IT Limited,” will be spending approximately two years developing Project Galileo’s Virtual City of Science™ (www.projectgalileo.com). The first “Virtual Foundation™” that will be registered within the Virtual City will be the Virtual Society of Savants™, to attract members from every country of the globe who are achievers in specific fields, or who are polymaths.  The Virtual Society of Savants™ will be recruiting thousands of Members (Virtual Savants™), making it the largest single Chapter of L’Institut.  Virtual Savants™ will meet in avatar form, and will embrace topics of discussion, and projects that, if worthy, will be financially sponsored by L’Institut, and structured as “Virtual Partnerships™.”  The Virtual Society of Savants™ will be meeting regularly in their “Virtual Lodge™,” reminiscent of the planned physical Lodges of L’Institut’s international Chapters.  A contest will be held for the design of the Virtual Lodge™ of L’Institut, which should attract strong interest from talented architects and designers throughout the World.

RECRUITMENT OF

L’INSTITUT’S SAVANTS

L’Institut’s Savants will be both:  actively recruited (and invited to join L’Institut); and selected from the best independent applicants.  Each Chapter of L’Institut will include approximately 500 Personnel (200 Savants plus 300 Administrative Staff—see description below).  50% of the Savants of each Chapter will be natives of their Lodge’s Host Country, and 50% will be drawn from every other country of the World.  This high-powered international community will bring together talented youth, and experienced veterans, in all fields of achievement, with the most experienced Savants being invited to serve as Team Leaders.  Each Savant who is single will be provided with housing within their respective Lodge, inclusive of on-site meals.  Other more suitable housing will be provided for Savants who have families with children.

The main requirement of each Savant will be to think, exercise his or her talents, and achieve.  All other cares will be addressed on-site within each Lodge, so that the Projects of the Savants, who will be invited to participate in this honored position for life, will be well served and supported.  For youthful Savants, parents will be offered the benefit of relocating to the Lodge affiliated with their gifted child, or to a neighborhood that is near to said Lodge.  Napoléon’s youngest two Savants were 14, and 16, respectively, and we recognize that there are cases in which even younger Savants may be justifiably recruited to serve within our Consortium Member Organization.  We will especially encourage gifted adolescents to join the Virtual Society of Savants™.  There will be no upper age limit for service within L’Institut, subject to the laws of each Chapter’s jurisdiction.  Older Savants will be provided with assisted care, and on-site emergency medical services.  Wisdom and experience are to be treasured by L’Institut.

LIFE AS A

SAVANT

To be invited to be a Savant of L’Institut will be one of the greatest honors that a person of talent can receive during his or her lifetime.  It is the winning of the “golden ticket”—an invitation to live one’s life without care regarding material concerns, and the opportunity to pursue a lifetime of economically and culturally supported achievement.  Once the candidacies for Savants have been assessed, the selected few will begin their new lives, focusing on exciting Projects (see below), without distractions, except for the exciting interface with other persons of extreme talent who will surround them.  Each Savant will inspire his or her comrades to higher and higher levels of achievement.  Without further economic stress, it is anticipated that the productivity of each Savant will be off the scale.

Being a Savant represents a lifelong plan.  He or she will become part of an ecosystem, and economic system, that will hedge or eliminate life’s “downside.”  There were certain of Napoléon’s original Savants who ended up dying in poverty, and others who would attain great wealth and success.  Our goal is to provide lifelong benefits to each Savant, which, of course, are entirely optional, but once a person becomes a Savant of L’Institut, any chance of future poverty should be eliminated.  A Savant can leave L’Institut at any time, but after that there will be no further invitation to return to our Organization, as there will be thousands of persons of talent who will be eager to fill each Position upon any vacancy opening up.

Each physical Lodge of L’Institut, to be located in Paris, France, and within each of Project Galileo’s planned Terrestrial Cities of Science™, will have 200 rooms (or separate attached lodgings) available to house the 200 Savants of its particular Chapter.  L’Institut will also provide living quarters for the 300 permanent Administrative Staff of each Lodge.  Each Chapter’s Lodge will be developed to reflect a special style of architecture that is appropriate to the History of its specific Host Country (France, the Dominican Republic, Costa Rica, and Italy).  For younger Savants who are single, there will be professional Proctors on site to provide daily guidance–similar to Harvard University.  For married Savants, there will be daycare available, and special education programs for their offspring.  For aging Savants, there will be full assisted care, and an ambulance on-site.  There will also be geriatric care/assisted care for ageing Savants, who will never be forced to retire from L’Institut for any reason (except for their own decision to depart, which we will politely attempt to discourage).  As an intellectual community, and as an entrepreneurial community, each Lodge will be second to none.  There will further be 24/7 physical and electronic security, provided by IGSG (the Security Company Group affiliated with L’Institut). Concierges (provided by the Royal Family Office of the Consortium (see www.royalfamilyoffice.com)) will organize special research trips, and accommodations for VIP Guests.  Each Lodge will also be providing first-class cuisine (prepared by the resident Savant Chef), theatres and art studios, facilities for physical exercise (including a gymnasium), resident physical therapy facilities, and seminar rooms.  

PROJECTS OF THE

SAVANTS

L’Institut will commence full operations with an endowment of approximately €1 billion Euros (the “Endowment“), as provided by Project Galileo L.P. of the British Virgin Islands (the Holding Company of Project Galileo Group (“PGG“))–a separate Consortium Member Organization.  Empire Group, the asset management conglomerate governing the assets of Project Galileo, will be managing a portion of L’Institut‘s substantial Endowment, so as to fund the development of its Mother Chapter in Paris, France.  L’Institut‘s Endowment will also be deployed to found its planned 3 Subsidiary Chapters (and Lodges) within Project Galileo’s future Terrestrial Cities of Science™.  From its Endowment, L’Institut will provide generous budgets for the individual and group-oriented projects of the Savants (the “Projects”).  Half of all Projects will be at the initiation and discretion of each participating Savant or group of Savants, and the other half will represent Projects assigned by L’Institut’s Board of Overseers.  Such assigned Projects will generally be related to supporting Project Galileo’s successful development of its Virtual and Terrestrial Cities of Science™.

The Savants will be able to submit their concepts to L’Institut’s Board, each quarter, for consideration to receive developmental funding.  An accepted Project may involve quantum computing, performance art, a work of History or literature, or a mechanical innovation.  Profits derived from each Project, and all resulting intellectual property rights, will be shared (after recoup of L’Institut’s expenses) on a 50/50 basis between the originating Savant(s) and L’Institut.  This is a much more equitable formula than that offered by think tanks, or the research departments of universities throughout the World, many of whom wantonly take 100% of everything developed by their resident innovators, with no sharing arrangement.  Secondary and tertiary financing for the Projects of the Savants will be available from the 12 Funds and 15 Foundations of Project Galileo (managed by Empire Group), and, ultimately, from global capital markets.

STRUCTURE OF THE

CONSORTIUM

There are five institutional groups that will be governing Project Galileo on a global basis, known as the “Consortium Member Organizations,” or just simply as the “Consortium.”  The 5 Consortium Member Organizations are:  (a) L’Institut:  a mobile creative think tank; (b) Empire Group, which will be managing the financial assets of the Consortium; (c) Imperial Guard Security Group (IGSG), responsible for the physical and electronic protection of all of the Consortium’s property and Personnel, plus their Visitors, Guests, Consultants, Subcontractors, and Client-Partners, as well as Project Galileo’s Virtual and Terrestrial Cities of Science™, and the Consortium’s databases; (d) Project Galileo Group (PGG), the asset-holding group of the Consortium, governing the deployment of the “300 Technologies of Project Galileo™;” owning the 12 Funds of Project Galileo; and directly managing the 15 Foundations of Project Galileo; and (e) the Royal Family Office (the RFO), responsible for all Concierge and Lifestyle Services, Family Office Services, and Property Management Services of the Consortium.   The RFO will also be developing or acquiring the 34 planned global Consortium Member Offices (inclusive of the 4 planned physical Lodges of L’Institut), as well as all Corporate Housing Facilities for the 10,970 combined Personnel of the Consortium.  The President of L’Institut will be meeting every year with the other four Top Officers of the Consortium, and the Group Chairman, to determine the global policies for Project Galileo for each succeeding year.

HISTORY AND FUTURE OF

L’INSTITUT

In the 21st Century, the History of L’Institut has just begun.  Like the modern-day re-launch of the Maybach by Mercedes, L’Institut will reflect the past glories and ingenious accomplishments of Napoléon’s original Savants, from the Egyptian Campaign of 1798 (inclusive of the establishment of L’Institut d’Égypte), while taking a purely 21st-Century direction.  As a tribute to Napoléon’s incredibly inspired invention of L’Institut, at the age of 29, we will be including a number of mechanics among the ranks of the Savants.  Napoléon realized that the benefits of mechanics was that they could practically build the innovations concocted by the more academic or cerebral Savants within the group.  Ever sensible, Napoléon also divided the Savants into teams to accomplish certain useful projects on behalf of his Armée d’Égypte, such as the launch of construction on the Suez Canal (a version of which had existed in ancient times—and Napoléon himself rode ahead of his engineers and Savants to make the actual rediscovery—himself!).  Many of the original Savants were students from Paris’ Grands Écoles, such as L’École Polytechnique, L’École des Mines, and L’École Nationale des Ponts et Chaussées, and as such were not published senior scholars or seasoned professionals–but they were very smart, and the French Revolution had swept away the cobwebs of academic rank and opened up exciting careers for highly talented early twenty-somethings (the author is uncertain whether this has ever happened before or since in History).  Our modern-day version of L’Institut will also appeal to younger candidates to apply for Positions as Savants, so that we can sweep away some cobwebs as well.

What is new about Project Galileo’s version of L’Institut is that we have decided to expand it to become a global web of Chapters, serving as important hubs of technology, culture, discovery, and innovation that are linked together, in order to better share ideas and resources.  In addition, we have included women in the ranks of the Savants (women being an intellectual resource largely overlooked by Napoléon).  We have also opened up 50% of the ranks of the Savants to talented persons and innovators from all over the World (the other 50% being from the Host Country of each individual Lodge).  L’Institut will further have the job of advising Project Galileo and its Virtual and Terrestrial Cities of Science™ (see www.projectgalileo.com), as well as the business communities and governments of Project Galileo’s Host Countries. This key Consortium Member Organization will also be available to advise global governments, as well as inter-government agencies and organizations.  We will further pursue solutions to environmental degradation, including the remediation of toxic air, soil, and water contamination.  Starting now, we are committed to facing the emerging crisis of how to replace unclean sources of power with adequate sustainable green energy production facilities.
